Tool for Annual Interest Calculation / Posting for NON CBS offices
Important instruction: verification before End of Year interest calculation
You are all aware that we are nearing the end of the financial year when interest calculation and posting are due for SB/PPF/NSS accounts.
Request you to please advise Post Offices to verify all the accounts which have been modified but verification is pending since interest posting for such accounts will fail resulting in complaints and tickets being raised for non-posting of interest.
Unverified accounts can be listed by respective offices using the HAFI menu; Following are the fields to be entered in HAFI for finding out unverified transactions:

After entering all the details then click on Go then the system will show the list of unverified accounts as shown in the below figure.If any verification is pending in DOP Finalce application then the system will not calculate the interest for such unverifiedaccounts. So kindly verify immediately.Accounts thus identified have to verified to ensure interest is calculated and posted in them .
Please make sure no pending accounts are left unattended. SOLs are repsonsible, if the interest for the accounts are not posted due to pending account verification.

Solution: Please check the desktop settings and then try
viewing the signature.
2. Signature view issues due to access
not provided
Solution: The issue is present due to the access not
provided to the particular user. The changes have to done in the user creation
by modifying the USER GROUP NAME to ADMIN

contact the DOP Operations team to get the issue rectified.
3. Signature/photograph view issue

Check for the signature view from other user id and other
location, preferably DOP Operations Team. Issue may be with the desktop
settings. The above issue is not occurring for the below user id as per the
screenshot attached.

Solution:
The signature not displayed might be due to several factors like

If signature is not uploaded in Finacle, system will show the below
details:

Signature
not migrated due to huge size.
Any
signatures present in Sanchay Post database which is above 30kb size shall be
dropped while migrating in Finacle. After the data upload, as a part of the
recon details, Infosys shall provide the details of signatures dropped during
upload. POs need to ensure that when the customer whose signtaure is dropped
comes to the PO, fresh signature mandate is captured using a new 'account opening form' and customer's
transaction is allowed based on the fresh signature mandate. POs to ensure that
the account opening form is clearly identified by writing 'Signature mandate'
on top of first page of the form . They should also clearly mention the CIF id
and account number on the form. The form shall be sent to CPC for scanning and upload
of signature in Finacle.
NSS module issues and solutions in DOP Finacle
1.1.
NSS TDS Charges related issues.
1.1.1.
When debit transaction is attempted, TDS
charge transactions are created but need to be reversed.
Issue Reported :
When teller tried to debit NSS account and the 15g/15h flag is not set
as Y then 20% charge is collected as TDS. If the customer then produces the
required documentation or the entire debit transaction is to be cancelled then
charge collected is to be reversed
Solution : The process
of charge reversal is
1.
Invoke
HCHRT --> Reverse --> NSS account Id --> Go --> select the
transaction --> submit --> Note the reference number
2.
Verify the
same using: HCHRT -->verify --> Reference Number --> submit
Important Points:
1.
If the
customer has submitted the 15g/15h form, the user has to attach the same at the
account level by modifying the account using CASBAM
2.
The TDS
charge collected for NSS accounts is not visible in HTDSIP and cant be reversed
using HRFTDS
3.
The TDS
charge collection for NSS87 accounts depends only on 15g/15h flag at account
level and not the tax code at CIF level
1.1.2.
When user tries to collect closure TDS charges from HCACC
directly, the error - 'Interest Credit has not happened for this account.Please
run HACINT for this account'
Issue Reported :
When teller directly proceeds to
collect TDS charges on NSS account using HCACC then the above error is faced.
Solution : The process to collect TDS charges at closure of
NSS87 account is
1.
Invoke
HCAAC and try to close the NSS87 account
2.
If the TDS
charges are to be collected , then
a.
the system
displays the appropriate error message asking the user to use HCACC to collect
charges
b.
the system
internally triggers interest application so that Interest gets credited before
charge can be collected
3.
Invoke
HCACC and try to collect charges
4.
If the same
above mentioned error message comes up, check if the interest has been applied
using the menu HACLI
5.
Once the
interest transaction is visible for the account in HACLI, proceed for charge
collection
6.
If the
interest is not credited even after a few minutes, a ticket is to be raised
WHAT YOU MUST CHECK IN YOUR TDS CERTIFICATES, FORM 26AS & WHY THEY SHOULD MATCH
1. TDS certificates should be downloaded only from TRACES
You should ensure that TDS certificates (Form 16/16A) issued to you are downloaded only from TRACES (TDS Reconciliation Analysis and Correction Enabling System of the Income tax department). Certificates downloaded from TRACES are in a specific format. A form downloaded from TRACES would bear a 7 character alphabet unique certificate number and it will also have a TDS- CPS logo on the left side and a national emblem on the right side at the top. This certificate would provide the details of the income paid to you and also the tax deducted from that income by the payer and whether the same has been deposited by him with the government. See below for a sample of how a valid TDS certificate in Form 16 or Form 16A should look.
2. Digital signature should be verified.
In case of digitally signed certificates check that the signature is verified i.e. has a check mark across it. An unverified signature will bear a question mark over the signature instead of the check mark.
3. Must check details on the TDS certificate
Your name, PAN, Deductor's TAN, amount paid to you, TDS amount should be correctly reflected on the TDS certificate.
4. What is Form26AS and how to get it
- An annual tax credit statement is generated by the income tax department for a person subjected to TDS (deductee) in Form 26AS. The statement provides details such as name of the deductee, PAN of deductee, details of deductor, the TDS amount, the amount of TDS deposited with the Government by the deductor etc.
- The user can download the statement from the income tax e-filing website. The downloaded statement is password protected and the password to open the file is the Date of birth of the user which he would have entered when registering with the income tax e-filing site.
This statement is linked to your PAN and contains details of all your TDS -by employers as well as others (e.g. banks etc).

5. Cross check the TDS certificate figures with Form 26AS
You can verify whether your TDS -as shown in the TDS certificate received from the deductor --has actually been received by the government or not by comparing with the Form 26AS. It is the duty of a taxpayer to verify whether the deductor has deducted tax on each transaction on which it was supposed to be deducted. He must also check that the TDS mentioned in form 16/16A is reflecting in Form 26AS. In case the TDS shown in your TDS certificate is not reflecting in your Form 26AS it would imply that although the deductor has deducted the tax on your behalf but the TDS has not been deposited / has not reached the income tax department. In case of any discrepancy between the TDS certificates and Form 26AS inform your deductor and ask for the reasons for this discrepancy and get it corrected. A possible reason behind the mismatch can be because your PAN has been incorrectly entered in the records of the deductor. In case the deductor has not deducted the tax on your behalf, then it is your responsibility to remind the deductor to deduct tax on your behalf and deposit the same with government.
Your form 26AS will also reflect any advance/regular/ self assessment tax that you pay.
Following details would also be available in your Form 26AS in case applicable:
- Details of tax deducted on your behalf by deductors
- Details of tax collected on your behalf by collectors
- Details of tax deducted on sale of Immovable Property
- Refund received during the financial year by you
- Details of your transactions in Mutual Fund, Shares and Bonds, etc. (as reported by AIR filer)
- TDS Defaults related to processing of Statements

According to practicing chartered accountants, the income tax department normally cross checks the taxes claimed as TDS or as paid by you in your return with those showing in Form 26AS. "Therefore, in case certain taxes claimed as deducted or paid by you in your return are not reflected in the Form 26AS then you may get a notice from the tax department when it processes your return" says Chartered Accountant Anil Kapur, Partner, AVAN & Associates.
6. Why you need TDS certificates when Form 26AS provides all information
One can gather all information related to TDS in Form 26AS which is sufficient to file one's return. This might make you doubt the importance of TDS certificates but the rationale behind introducing Form 26AS is to enable the taxpayer to cross check the details mentioned in his/her TDS certificates with those mentioned in Form 26AS and create transparency. TDS certificates are important because these certificates and the Form 26AS are a cross check for each other-in case there is a mismatch you can try to get the relevant document corrected. Without the TDS certificate you would not get to know if there was a mismatch.
Further, if your return sails through the IT department's e-processing system without a hitch then your TDS certificates may not be required to be shown/submitted but in case your return gets picked up for scrutiny then you are likely to need your TDS certificates to show to the IT department. Also, in case a TDS is not reflecting in the Form 26AS then again you would need the certificate to prove that tax was actually deducted.
"In case of salaried persons, Form 26AS in itself is not sufficient to file the return since it does not show the breakup of your income and details of deductions claimed under section 80C to 80U which are available in Form 16" Kapur adds.
7. Why you must provide PAN to the deductor
It is the duty of the assessee/deductee to provide his PAN to the deductor or else the deductor will deduct his tax at a higher rate (generally 20%). Also, if PAN is not provided the TDS will not reflect in your Form 26AS which is linked to your PAN. This is because the deductor will not know which PAN to assign the TDS to while uploading data in the income tax site.

Claim closure procedure for any type of account in DOP Finacle
- Generally if the investor/depositor of an account expires then the accounts associated with that investor/depositor can be claimed by the claimant ( Nominee if available or Legal heir) which is known as Claim Closure.
- We initially take all the supported documents and after proper verification of documents the concerned higher level official will sanction the claim closure.
- Claim closures for any account should be done only after sanction by the sanctioning authority.
- After sanctioning, claim closures can be done in any CBS office as per the SB order 08/2015 Scenario 5 and Scenario 6.

Change the depositor status to Deceased at CIF Level
- Before invoking the closure menu we have to make the customer status to Deceased and enter the date of death at CIF level using the menu CMRC.
- In counter PA login invoke the menu CMRC and select the function as Modify then the system will show the following screen
- Enter the CIF id and then click on Go as shown in the figure
In the customer details enter the following detailed mentioned below
1. change the Customer status to "Deceased"
2. Enter the filed Date of Death __________________ as mentioned in the below figure
Then click on Submit and verify in the supervisor.
Closure of the account using the reason code as Death claim.
- After modifying the customer status to Deceased then we have to proceed for the account closure.
- Use the account closure menu for the respective scheme i.e.
- For SB/PPF account -- Use the menu HCAAC.
- For RD account-- Use the menu CRDCAAC.
- For NSC/KVP certificates--- Use the menu CSCCAAC.
- For MIS/TD/SCSS account--- Use the menu HCAACTD
Enter the field account ID __________
Select the Transaction Type as "Transfer"
Enter the Transaction A/c ID. "Postmaster A/c id" (SOLID+0340) because payment of claim closure should be through cheque only as mentioned in the below screen shot
Then click on Go then the system will display the account information details as mentioned in below screen shot
Then click on Closure tab then the system will show below screen and in the closure reason column select the reason code as "DTCLM" (This is mandatory for claim closures as the system will calculate the interest based on the closure reason code) which is mentioned in the below screen shot
Then click on Submit and verify in the supervisor.
Note:-
- After successful closure of account using the claim closure then make the CIF as Suspended by using the menu CMRC so that no one will open the accounts using the Deceased CIF.
- Some of the users are changing the CIF status to Suspended CIF before closure of account which results in the error while closing the account hence make sure close the account and then change the CIF to suspended state,
Procedure to find the forgotten instruction number when an account is transferred using HACXFSOL in DOP Finacle
- Generally in DOP Finacle we use the menu HACXFSOL to transfer the account from one SOL ID to another SOL ID.
- Suppose if the account transfer is completed in the Counter level and by mistake for any reason if the counter PA forgotten to know the instruction number we can trace the instruction number by using the menu HAFI.
- The step by step procedure to find the instruction number is mentioned below.

- Invoke the menu HAFI then the system will display the following screen as mentioned in the below screen shot.
- In the next step enter the following details as mentioned below
- Enter the Table Short Name as "ATT"
- Give two blank spaces in the Ref. No. field.
- Enter the filed Entered By as "User name of the person who have done transfer transaction"
- Entered the field Entered on as "Enter the date of transaction"
- Select the Authorized option as "Not Authorized"

Then click on GO then the system will display the below screen as shown
In the above example instruction number given by the system is "300095" note down the instruction number.
- Verify in the supervisor login using the menu HACXFSOL by entering the above instruction number.
Procedure to know the current interest for a particular account in DOP Finacle
- If we want to know the current interest rate for a particular account then in DOP Finacle application there is a menu HINTTI.
- HINTTI is used for interest rate details inquiry.
HINTTI means Interest Details Inquiry
Then enter the follwoing details as mentioned below
- Enter the account id of the customer ( for which we want to know interest rate) ____________
- Enter the Start date _________________________
- Enter the End Date ___________________________
- Enter the column as on Date ____________________ As mentioned in the below figure
Then finally click on Go the system will show the current rate of interest for the entered account as per the above followed procedure. The system will show as mentioned below
In the above screen one can observe the rate of interest showing in the system is 9.3% as it is SCSS account. This is for kind information.

- Signature and photograph can be viewed by using the menu IES
- The detailed procedure for viewing the signature and photograph is diplayed below.

- Invoke the menu IES and the system will show the following screen shot
